Turkey Work Permit for Foreigners: How It Works

Foreigners who work in Türkiye — including as directors of their own company — generally need a work permit issued by the Ministry of Labour.

Who applies?

The application is made by the **employer** through the Ministry's online e-İzin system, after the employee's documents are prepared. If the employee is abroad, a work visa step at the Turkish consulate is also required.

Common employer criteria

Authorities look at the company's financial position and employment levels. A commonly applied rule is that a company employs five Turkish citizens for each foreign employee, and minimum salary levels apply depending on the role. Exceptions exist for some categories.

Company owners and directors

If you set up your own company, the company can apply for your work permit once it meets the criteria. Planning this at company formation avoids delays later.

A work permit also counts as residence

A valid work permit also serves as a residence permit, so a separate ikamet is usually not needed.
