Off-Plan Property in Turkey: Risks and How to Protect Yourself
Legit Law · 23 October 2026 · 2 min read

Buying off-plan (before completion) can offer attractive prices and payment plans. It also carries risks that are easy to underestimate.
Common risks
- **Delivery delays** — completion dates can slip by months or more
- **Changes to plans** — layout, size or specifications can differ from the brochure
- **Developer financial strength** — a project depends on the developer finishing it
- **No title deed yet** — ownership is usually transferred only at or near completion
- **Citizenship timing** — not every off-plan structure fits a citizenship application
How to protect yourself
- Check the developer's track record and completed projects
- Confirm building permits and land ownership
- Use a notarised preliminary sales contract (satış vaadi sözleşmesi) registered at the land registry where possible
- Agree clear delivery dates, penalties and refund terms
- Link payments to construction milestones
Even after delivery
As we have seen with clients, holding the title deed does not always mean a property is ready to rent immediately — site works can continue for months.
